New Sutton Trust Report: “Double Disadvantage”⠀⠀⠀⠀⠀⠀

Oct 29, 2025

The Sutton Trust draws urgent attention to the compounded barriers faced by children with SEND (Special Educational Needs & Disabilities) from low-income families. Key findings include:

• These children are less likely to secure an EHCP or specialist support, partly because their families have fewer resources and less capacity to navigate complex systems
• Families with greater financial means are more able to pay for assessments, legal support, or advocacy — giving their children a significantly greater chance of success
• Outcomes at GCSE are worse for low-income SEND pupils compared to better-off peers with similar needs — demonstrating that poverty amplifies educational disadvantage

The report calls for policy and systemic reform: simplifying access, reducing assessment backlogs, better consistency across local authorities, and more equitable resource distribution.

IncludEd’s Thoughts & Response

At IncludEd, these findings deeply resonate. We see daily how intersecting disadvantages – socioeconomic and neurodiverse – can marginalise learners. This report is a powerful reminder that inclusion is not just a moral imperative but a practical one: systems must be designed to catch everyone, not just those with means.

Here’s how we’re responding:
• We champion needs-first interventions, not label-driven gatekeeping
• We support capacity building in schools and local authorities so they can better support varied learners
• We advocate for transparent, equitable processes where parental advocacy is less a necessity and more a support
• We design programmes that anticipate and reduce friction, especially for families with less time, money or expertise

This Sutton Trust report underscores that equity in education demands more than good intentions. It demands structural change.

At IncludEd, we’re committed to partnering with schools, local authorities, and families to push for that change – ensuring that all learners, regardless of background or ability, have a fair chance to thrive.
